what do these guys do? if you check "minor civ" in the civinfos, what does that mean? can there be more than 18 civs if some are 'minor'? can minor civs interact?

Barbarians perhaps? They're treated more as actual civs in Civ4. In one game I set up a tropical planet on Huge, and then nuked everyone into submission until just I and my one ally was left. The barbarians took over all of the other continents(what was left of them, the entire planet is now a desert). The Saxons actually discovered Islam.
Two different things.
1) The minor civ flag in the WBS makes it so that no civilization can do diplomacy with them.
2) The minor civilization is a subset of the barbarians (There are two barbarian civilizations) that can found cities, build wonders, improve tiles and the like. Regular barbarians cannot do this. (The ones found wandering around your cities)
