Minor Civs?

Looking through the code and API I noticed something wierd. There are references to minor civs. Does anyone know what constitutes a minor civ?

Any no playable civs would be minor. In a regular game it is the Barbarians in some senieros it could be any civ that is not allowed to be played.

They're always at war, too. Take a look at the Greek World Scenario... there's lots of minor civs there (e.g. Sythians).
