No, it is very good idea. Especially when cities' population and buildings aren't affected by bombarding. With easy-to-build workers you can rebuild your whole country in very short time. To short.

Are these being treated like ordinary buildings only you need them to produce the unit, or are they like wonders where once you produce one building like say the tank factory you can build your WW2 tanks anywhere in your civ

you can produce ww2 tank in the city which one has tanks factory only! otherway u will be able to build ww1 tank only. same with naval units. u must have submarines docks to build ur nuclear subs and heavy docks for battleships and carriers.

Entertaining mod you got there. Like the 1941 scenario much. So much that I started changing stuff, xml etc. So soon I'm up in a new mod. Is it OK that I steal your stuff and continue on a new mod/scenario based on 1941?.

Did you change the dll file for your mod?

I mean improvements don't consume the worker and production of them is much more easier than Maxriga mod..

I have a few suggestions for the 2001 mod if you are creating it. First off the technology in 2001 is still shall we say too similar to 1960s still, so I would like to see this mod take 2001 as the base-line and move to robotic fighters, stealth warships, infantry in combat suits, perhaps even, at the extreme range of the tech-tree an early mech or two. Robots and stealth warships are in development at the moment because there is the DSX project for a stealth destroyer run by the US. The early mech I decided should be at the extreme edge of the tech-tree as there has been very little talk about developments in this regard. Any comments MaxRiga about these ideas for your 2001 scenario?

First I have to say that

The only weird thing i noticed is behavior of gunships. So :
Gunships can't attack any land units.
When attacked, gunships lost all combat without making any damage.
Gunship can attack enemy naval units, and always win without taking any damage.
Gunships get really big experience bonus (30+)
 
you got a real annoying thing , the workers are vanish once a project is finish and it's real bad for the gameplay
 
A question for 2001 scenerio:
Will you make big alliances like N.A.T.O or instead seperated countries?(I would like to see Turkey as 1 country not a part of an alliance :))
