Mod Request - Increased Production Speed of Settlers / Workers in a Civic

Hello there
I've been trying to find a mod that does something similar but have had no luck so far.
I'm basically looking for something that allows me to increase the production speed of Settlers and Workers when you have a specific civic adopted. For example:

Indentured Labor
- Low Upkeep
- +50% Settlers and Workers production

Preferably something that can be added with XML and/or Python. I'm reluctant to touch the SDK.

You would probably have to settle for changing one existing civic to the one you want.
