Because I don't know squat aside from altering XML files (Civ V), and I don't even see where those are in Civ VI. I get the feeling that that isn't doable anymore.
One thing that's always bothered me. A city's "reach" is only 3 hexes beyond the hex it sits on, but the borders will continually expand. And since the borders expand, it can take away hexes from other nearby cities that are outside of the 3-hex range.
Is it possible to give a city actual access to any piece of land that it takes during its expansion? As in, upwards of five, six, or seven hexes out?
