what he said, you need a team and need to post it on the customization and creation forums online, not in the modpacks if it's not completed or not in beta...

Im excited to see this!

A tiny bit of advice, start off assuming you will do everything yourself, and start doing it. If you get lucky and meet some cool people along the way who share your vision and want to help out, so much the better. But first you have to make the mod (at least an early version that will help get people excited) before peopel will start to join your team.

Its hard to ask people to join in and start working on something unless you have proven that you have commited enough time to produce something (Im not saying you arent commited, just the way the process works).

Plus, with all the projects that get the "I'm gunna do this rockin' mod" that never get past stage 1, people are hesitant to commit.

My suggestion is get something playable. Don't worry about fancies. Use existing units as a base and rename to what you want. Create a map to play on with a few civs and cities. You can always expand it later and add in the details.
