Modbuddy

I downloaded the worldbuilder for Civ V, and the Worldbuilder part works fine, but when I open "Modbuddy" is says:

"The program can't start because MSVCR100.dll is missing from your system. Try reinstalling the program to fix the problem."

Aside of re-installing it, how do I fix it?

P.S. Also, what is Modbuddy, and what does it do?

Same problem here.
Modbuddy prompted me to download some microsoft visual software. I can't remember what it was or were I got it to try reinstalling.

Microsoft visual software is needed to use mod buddy?
That software won't install, and it seems to be an ongoing issue that MS is aware of and may not fix.
