The standard pixilated MGE graphics have been replaced in some scenarios with better ToT graphics and run just fine in MGE. This includes units and terrain. I played a scenario for two days and found graphics that will work and it looks great. But for some reason I could not do a conversion of your png file to gif that would work. And this surprised me as I had luckily found others that did.
One kind person spent weeks going through and picking the best standard units and compiled them into one units.gif. I have merely added to his work.
When MGE imports, it saves it as UNITS.bmp and the program doesn't care and populates it and you can make these units, or using cheat make them appear. It really significantly makes the game better. I should do screenshots. But you can see this yourself by playing the MGE scenario America2013.
I can't get Gimp to run on my android tablet but the issue might be as simple as formatting issues with resolution and number of colors where some scenario graphic designers use one way and others use another way, thus only some will port from ToT to MGE.
I am very curious how unit stats are determined. Do people read Jane's Defense Weekly or other periodicals or defense position papers to determine that this tank is better versus this other tank? That is very hard to do as range of projectiles cannot be set in Civ 2 as it can in Civ 3.
This mayhelp as Jane's is the standard for military intelligence and you can probably find graphics there to use as starting points for design.
