Moo1 Oracle interface + hard weapons

Does the Oracle interface halve shield for planets and/or for hard weapons a second time? In other words, can you quarter enemy shields using Gauss Autocannon with Oracle Interface?
I should be able to do *some* damage against a planet with 26 shield using an oracle interface and particle beam if it quartersi (7 shield, 10 damage), but I don't do any.
Also on an unrelated test, in theory, I should be able to do *some* damage against a planet with 26 shield using a stellar converter and oracle interface (13 sheild, 17 damage), but I don't do any.

The guide says on page 169 that the Oracle Interface will let beams half shields and then half them again rounded down, if the weapon has it owns half shield. Note that planetary shields are also going to get help from any missile base shields. You could also have Radiated Shields or Flux or Barrier.
