MOOI Tech Level question

I have a question regarding the Tech Level displayed in the Techs Screen. The MOO FAQ says,

“Tech Level is the level of your highest tech in that area, plus one for each lower-level tech.”

But this doesn’t seem true for me. Here’s an example from my current game.(v1.3)

Weapons:
--------
Nuclear Missile
Nuclear Bomb
Lasers
Hand Lasers
Hyper V-Rockets
Fusion Bomb (It’s Level 9 in the MOO manual)
<Researching Neutron Blaster>

So my Weapons Tech Level should be 14 right? But it says 10 in-game. The other 5 research categories are all equal to the highest tech I’ve researched in that field without any +1 for each lower-level tech.

Can someone test this out in their own games and determine how the levels are calculated. Or explain it to me if I just seem to be missing something obvious, thanks.

The correct way to determine it:

80% of the highest level research, rounded down. So it would be 7 in your case.
+1
+ for the total number of techs you have researched. I forget what you start with in Weapons. So it probably counts Hyper -V and the bombs as +2.

That comes to 10. The only thing I am sure about is if it counts stolen techs, but I would think it does.

How the heck did you come up with that vmxa!!! That formula works great! I could never figure it out and its been bugging me like crazy, so thanks!

I guess you read it in the Official MOO Strategy Guide, is their a .pdf version of that guide availiable? If not, I guess I'll have to try my luck on e-bay.

Yup right out of the guide. I got this one off of ebay a few years ago as I had given my original one away.
