More Barbarian Civilizations?

I've made a few attempt to change the Native American civ into a barbarian faction. Although I can successfully make it a minor faction I can't get them to spawn. Is it possible to add more barbarians?

I've seen it done in FfH modmods. Fall Further, RifE and Orbis all have that feature I think. No idea how it is done, but those modmods are probably good places to start looking.

Multiple barbarians are not really possible in the game.
You can create some barbarian like nations with some hacks, by giving some nations the permanent war option from the start on, and hiding them from the interface.

I've implemented something like that here.
