I endorse cutting the food penalty. It's a drawback that makes little sense; I'd expect it on a civic like Conscription, where the draft takes all the men away and makes growth harder.

And as for Republic, taking a page off greek city states and roman republicanism (who didn't let non-natives/non-patricians from partaking in politics), I endorse this too. You could also just increase the maintenance costs from +250% to +300%, or something, but that's optional.

Okay. I'll set it to 1:mad:/5% foreign culture and leave maintenance at 250% for now and see how it works.

Refugee Camp:
  • for No Borders or Open Borders civics
  • 1:mad:
  • 1:yuck:
  • city needs 33% less :food: to grow
  • -33% defense against espionage
  • maybe +10% maintenance too?

BTW: How about +1diplo bonus between civs running Open Borders?

Make the refugee camp give some instability too. Preferably -3 stability, to denote how less than savory elements get in too.

And between Open Borders civs, you can do it. And make the penalty only be valid against closed borders civs. Visa Program and Controlled Borders civs still let people in, you know. :p

Oh, yeah, I had that in mind too, just forgot.

No penalty, just a bonus for those running OB.
 
Don't open borders civs think less of civs that don't run it? I think I saw it in a code bit somewhere.

Both are doable. I just don't wanna "punish that" when I can "encourage this" :)
However I can change it later if it doesn't work as intended. Remember slavery :)

Open migration: Last night I just realized that this diplomacy effect was already coded just not that visible in the game. However was set as a -1 with all other civics. I still want to change that to +1 with OM only.

One more thing: Monarchy has a +1 diplo bonus with other monarchies ("Royalty should work together.") I haven't decided yet if I want to keep it or not, but don't understand the reason for it. Monarchy is already very strong. Opinions?

Related to this: I'd like to add a +2diplo bonus Republics and Democracies ("The free world should work together.") and lower the commerce and yield bonuses.

That's the negative I was talking about. Remove that and replace it with the positive one with other OM civs.

One more thing: Monarchy has a +1 diplo bonus with other monarchies ("Royalty should work together.") I haven't decided yet if I want to keep it or not, but don't understand the reason for it. Monarchy is already very strong. Opinions?

You can keep the +1 diplo bonus for monarchies, and also put in a +1 bonus for civs that are republics and democracies with each other, BUT, you can also put a -1 for monarchies towards republics/democracies ("you give a dangerous amount of liberties to your people") and vice versa ("you deprive a dangerous amount of liberties from your people"). Of course, this is just a wild suggestion.

Reason for the monarchy bonus was because despite their differences and rivalries, at the end of the day, monarchs banded together when a radical opponent tried to ursurp their system for good (french revolution; say hello to the republic).

If I'd put a -1 against monarchies than I also had to put a -2 against despotism and I don't wanna do that. The goal is to make despotism more tempting to use.

If I'd put a -1 against monarchies than I also had to put a -2 against despotism and I don't wanna do that. The goal is to make despotism more tempting to use.

Never said or implied anything of the sort. Remember, they might be too scared of despots to insult them in such a way... ;)
