Moronic Q: How do I get "Diplomatic Agreements" option while negotiating?

My moronic friend has been unable to get "Diplomatic Agreements" option to appear when talking to foreign dignataries. I don't have the problem & I'm not sure what he's done but he does have embassies in all capitals. Any advice?

Followup & Clarification: My moronic friend does in fact have embassies (he made me come over & showed me) but the question he has is establishing "Mutual Protection Pacts". I've never had a problem getting them but everyone loves me - my moronic companion at arms is constantly at war with everyone (ok, mostly everyone) and the best rating he's gotten is "cautious". Is this the reason why he can't form these pacts? is it a reputation thing?
