Most Hated

Toku. Hands down. I barely ever talk to him because he's such a selfish jerk.
 
Quin bugs me with his slimy arrogance and his eternal willingness to give my enemies open borders so that they can hit me and I can't hit back.
 
louis. he's always "annoyed" or worse, always makes stupid demands, always builds a huge empire on the other side of the world so I can't burn paris when he declares war. and he doesn't seem to get on everyone's nerves like montezuma, or sometimes caesar - these two are a pain, but 99% of the time you can call everyone to help you against them (if they didn't already infuriated almost everyone even BEFORE declaring war on you - in this case, you will be most likely called by the others instead).
 
Like so many other Civvers I've always hated Ghandi. I hate how he charades around ranting about peace but I can see right through his peace loving mask. He's really actually an English school-boy, would-be serial killer dressed up as an elderly Indian man, at least in the world of Civ he is...or I could just be crazy.

2nd place would have to go to Ceasar, as he is the best oppurtunist, and attacks whenever he has the upper-hand, so wars with him are usually unpleasent, unless you are the one attacking.
 
Ghandi!!!!

That mofo ran over my archers and swordsmen with tanks and bombers back when I was learning how to play Civ III. I still haven't got over it.

I've always had the same attitude towards Shaka after he eliminated me in my first ever game back in the civ2 days. I remember using ironclads to defend my cities because they were the unit with the highest defence value, then I couldn't understand why they always lost.
 
Isabella, when not the same religion... she's such a biggot.
Plus she's always the founder of an early religion, that she will always try to force on me... leads to war every game.
 
Starting next to mansa musa (whom i like), hyuana or monty... i like to snatch my neighbourghs first workers instead of building my own, then blocking their growth with warriors for a couple of turns before making peace and taking the "local-lead"... growing for a while before returning and taking them out before their able to bounce back.

The three leaders above with their early non-resource-needing UU's makes me have to rethink this strategy... in a serious way.
 
In 1-3 it was always Elizabeth. She always seemed to be that ***** in the right place at the wrong time with a bad attitude.

Though, I notice in 4 its different, France (either of the rulers) is always a bit too demanding. Almost always sided with my enemy as well. And also Mongolia, they are just always trouble no matter who is on the throne. That is a bit of Monty syndrome though I think. So I would say mine would be Elizabeth and France. I just dont like them.

Caesar... he has the habit of alienating everyone and yet somehow still getting open border agreements and attacking me a world away, which I suppose is actually fine. My samurai can always use the experience.
 
Tokugawa. He is always so annoying and in the way of my world conquest.
 
FDR, definitely. Can't stand his smug expression. I always pretend to be best friends until I come up with enough tech to attack from every possible way and direction.
 
Cathrine..... that snobby ***** always seems to be picking fights with me.... and then have me trampled by her horses (kossacks :@).

she is such a fundie! she has declared war on me twice in 40 turns because i wasnt her religion!
 
Peter. He backstabbed me twice, that's more than enough. And Washington : he out-techs me everytime, even with a crappy empire and fighting three wars in the same time. In my last game versus him I've bribed the whole world to attack him, and he was still leading the race. So I've crushed him for good.
