I do not want to block the passage of the code of laws, but I firmly believe that control of worked spaces, along with the creation of specialists (out of worked spaces removed) belongs to the governor of the city or state in question. Therefore I would like to propose an amendment granting this power to the Governors.

Specialists are not even mentioned in the current code of laws, and no matter how much I look for them no clear control over them is granted to any party.

My opinion is that we should add the following. It would be a Code of Laws amendment, not constitution.

2.A.IA.5 The governor may determine which plots are to be worked, and the number and kind of specialists to assign in a city.

I shall ponder this more but I very much like the idea... fits very well with my platform and I feel it would bring the Ministry of the Interior into closer relations with the governors... gives them a bit more independence as well!
 
Hmm, forgot about the "city specialization" aspect of MoI. The way I was thinking that should work is that MoI decides (leads the decision about) we need a science center, and works with the governors to figure out which city is the right place to do it. The governor of that city is going to want to have scientist specialists, to attempt to crank out a Great Scientist or even better a whole string of them.

Do we include "subject to the city specialization plan organized by the MoI", or leave that for interpretation on a case by case basis?
 
A note on specialist, especially ones you settle into your city.

There's only room for 5 "settled" specialists (the bottom row of the city screen), but you can have more than 5. Firaxis might fix that in a later patch.

These are the super specialists that you get from Great People, right?

The time I've found this useful is when having so many Great Prophets that I couldn't figure out what else to do with them.

Dave, you can also keep yourself in an eternal Golden Age if you have that many Great Prophets running around. ;)

I'll have to look at the laws a bit more before I weigh in on this one. I just want to make sure that we do not grant the governors so much power that the MoI position becomes useless or redundant.
