Movement Rules in the dll

I meant that if we're going to keep the option, maybe the tooltip or what-have-you should indicate that this is one of the many things that causes turn time to drag on in later games.
 
Wouldn't a simple solution be to set Sea Tunnels unchecked by default in the Bug Menu? (currently it's on by default). So only aware people would turn it on and accept the performance drain if they wish so.

The adjustments did not just impact games that have tunnels on.
