Where do I go to play multiplayer? As in is there a server or something that I can go to find people to play against? Age of empires has voobly but what does civ have?

Apparently you only read the first sentence of that paragraph. Try reading the whole paragraph:

GameSpy shut down operations in February of 2013. GameSpy Technologies, the company responsible for GameSpy multiplayer services, remains operational and has not made any announcements of a pending shutdown; the two GameSpy companies were separate entities and only related by name.

There are a lot of sites that run PBEM and Pitboss games and occasionally gamespy, hotseat, etc. Off the top of my head: Here CFC, over at RealmsBeyond, Apolyton, WePlayCiv, civforum.de (German), Univers Civ (French), civ.fr (french), and Spanish Apolyton (spanish)
