So, this thought has been mulling over in my head for awhile now. Has anyone else noticed that in every Civ introduction video, although the phrase "X leads Civ Y" has been used, that each leader appears to have been given their own unique ability decoupled from the civ itself? Why bother doing this unless there are other leaders available for the civ?
Furthermore, while watching the newest Yogscast video featuring Civ VI, I couldn't help but notice this while they were mulling over which Civ to choose:

Why use the specific phrase "when Victoria is their leader" if, like recent games, Victoria is ALWAYS their leader? The word "when" seems to very heavily imply that Victoria, in fact, will NOT ALWAYS be their leader, and therefore we can conclude that either 1) there will be multiple leaders available for each (or certain?) civs, or that 2) there is some still unknown process by which your Civ's leader can change.
