My cottages/hamlets/villages/towns are... floating?

What causes this?

I wouldn't call it cool, haha... It's an eyesore to me. It only seems to happen with Asian rulers, (Tokugawa, Wang Kon, Qin Shi Huang, etc.) and only before the Industrial Era. Once it hits that era, everything is fine again.

The only thing that is modified is that I'm using Blue Marble and the BUG mod. I even completely uninstalled Civilization IV and reinstalled it again, and it still happens. I don't think it's my graphics card, but even if it was, I don't understand how that would cause it.

Does no one else have this problem? Also, river cottages seem less likely to float.
 
It's not Blue Marble. I just uninstalled it, loaded up Civ IV, and they're still floating. The BUG Mod only changes the interface, so there's no reason it should be the cause either. Thus, this is in the right place.
 
Yes, it seems to do it without the mods running. I can even remember back when I never even had known about the BUG Mod or Blue Marble, that as I was playing Korea, my buildings were floating. The Asian rulers tend to be my favorite, yet graphical errors like that make me avoid them.

Even after uninstalling and installing, it still happens. My graphics card isn't THAT old, so I don't think that's it either. But then again, I don't know what else it could be.
 
Looks like your drivers are up to date, even though it is an HP which many people can't seem to get updated drivers for.

Try installing the latest version of Directx 9c from Microsoft

Other than than all I can suggest is a re-install, making sure that you run all the setup and patch files by right-clicking on the file and selecting run as administrator.
 
... I've never ran them as an administrator, or at least I don't remember doing so. I might try that.

Edit: What about the graphics card? Does it look fine?
 
The drivers are up to date and it's far better than the one I started playing civ 4 on and better than my laptop. The problem often with name brand computers such as HP and Dell is that they insist you use their own drivers not those from the graphics card manufacturer and then don't update them.
 
I installed the latest Directx, and I think that did it... I'm playing as Tokugawa and I have some 30 towns built, but not a single one of them are floating. Thanks for your help. :')
 
Gah... have to bump this back up. Apparently I was wrong. Next game, played as India. And guess what. Floating. Someone help. ;___;

WHAT IS DOING THIS?
 
Bump. Also, I found out that non-asian civs also deal with this, but to a lesser extent, such as Hannibal, Justinian I, Caesar, and whoever else follows that cottage style.
