My game wont let me build

Its early game... and I get a tech like granery or a few other but only my capitol can build any of them... I can build any units for the most part.
I cannot even see any wonders of any kind.. Im really confused has something changed in conquests that I might be missing or is it an error??

First of all, when you're talking about graneries, they come around at pottery.

Can i see the save? That would probably help.
