(NAB) Cannot build Forbidden Palace

I have conquered my ennemy and now I want to build my FP in their former territory. However in some citys that is possible in others not. AFAIK there are no conditions for the FP to be build. Either I don't understand something or this is a strange bug.

see attached savegame. The FP can not be build in Tzuntzuntzen but in for example Tlatelalco it can be build.

sorry the savefile is too big, 177 KB and the max is 102,400 bytes

There are conditions that must be met to be able to build the FP. From what you've written, I guess you chopped down forests near cities (those that can apparently not build FP) and then tried to switch production to FP there (or you tried to switch production from a rushed build project). Not a bug in either case.

If it's not that, do what Gogf said.

Uploading the savefile gives an error that the file is too big.

I was not hurrying a building, But for sure I was chopping wood. I did not know that you cannot change production then to Forbidden Palace. Some turns later however, i could start building the FP.

If a city production has been rush in any way either by tree chopping, whipping or cash rush, you cannot change it to any small or big wonder. Once you start over with a new production(i.e. finish the previous production), you can build anything however.

Nothing wrong in that game. Apparently, from a very quick check, that is. Tzuntzuntzen (was in the middle of producing a library IIRC) could not switch to FP, Heroic Epic or any great wonder (I removed HE and Leo's from the other cities' build lists for a check). Workers on duty around Tzuntzuntzen let me guess that T.'s production box had already benefited from forest shields. As earlier said, you are not allowed to switch to Small/Great Wonder then. I rushed the library and could order FP as next build project (or other Small/Great Wonders).
Not a bug - it's just forbidden to speed up SW/GW build-up time by forest chopping. You will notice that if you first order a SW/GW and then cut down the trees, those forest shields are totally wasted (don't accumulate in the production box).

This feature helps us avoiding a nasty lumberjack muscle ache and eventually prevents getting a culture overdose.
