Welcome to NANES2, my second board game NES. This is going to be based on the time period of 1882 AD, a period of great political tension in Europe. This one will work much better than the first one, which I made too complicated for my own good. Also, I will coincide updates for this with updates for stNANES3, so they will be on alternate days, but sometimes same days if I have time.
Money and Upkeep
Earning money is quite simple, each province gives you three credits. I might introduce an element of cities later on if this is sucessful. Each teritory can support 2 units, and it costs 1c after that.If you cannot support a unit, it will be disbanded. Lastly, you cannot bank more than 18c.
Units
There are two types of units, armies and fleets. Armies cost 3c, while fleets cost 5c. An army can be built in any of your provinces, and a fleet can be built in a sea zone adjacent to any of your provinces.
-Each nation starts out with one unit in it's capital. This unit does not count against the amount needed for support.
-An army can move one province and a fleet can move one sea.
-An army or fleet cannot attack on the turn it is built, but it can move through your or friendly provinces.
-You may move through friendly territories if you have signed an ROP.
-A fleet may carry up to four armies
-You may take two of three fleet actions during a turn: load/unload, load/move, move/unload, or vice versa.

Please refer to the provinces and sea zones by number, for the sake of my sanity.
Also, the nation controlling the Dardanelles gets to give or deny acess to any nation. The nation that controls the Dardanelles is the nation that controls province 48.
Fighting
I will be using Roddy's system of fighting (I hope that's OK).
When 2 forces fight, every army in the fight rolls a 6 sided die.
If the forces are about the same size then for both sides a 4 or more will kill one of the enemy and a 3 or less will miss.
If either of the sides has twice the number of the enemy then the bigger side needs 3 or more to hit and the smaller side needs 5 or more to hit.
If either side has three times the number of the enemy then the bigger side needs 2 or more to hit and the smaller side needs 6 (can't get more) to hit.
If either side has four times the forces of the enemy then the bigger side wins automatically (hits on a 1 or more), but the smaller side gets 1 kill to represent casualties inflicted by the bigger side as even though there could be decisive battles, there has to be casualties on each sude.
All battles are to the end, no retreating orders.
Neutral Territories
All territories that do not belong to another nation are considered neutral. They will have armies, for defensive purposes only, they will not attack you unless you attack them and fail.
Orders
This is how orders should be written:
-Nation has ____ credits to spend
-Place all buys and their location here (note, anything without province numbers and sea zone letters will be disregarded)
-Place non-combat movement here
-Place attacks here
-Place anything extra, such as ROP's here.
Please no "If,... then orders." If I seem them, they will be disregarded. Lastly, orders are to be PMed, if I do not receive orders for two turns in a row, the next person on the waiting list will get your country.
Joining
Like JNES, I am giving priotiry to join to the following people based on their experience and ability to send orders on time regularly:
Roddy, Toasty, Kennelly, IceEye, Dexter, SKILORD, uknemesis, Jason, and Sheep. This does not mean they can choose what nation they get, it means that if the game is full within 24 hours and one of these people hasn't joined, the last person who is not on the aboe list will be put on the waiting list and their spot will be given to someone on the list. After 24 from the time of posting, this rule doesn't apply anymore.
