It doesn't say the took over....the scourge ended, but people moved around, some of those barbarians and people from other civs settled in your cities and cultures mixed / technology advanced.... society changed.

I agree. Why should we stop being Romans if the barbarian threat is just a nuisance? In my opinion, every crisis should feel like an apocalyse, a collapse of society and its complex systems, and the dawn of a new era should feel like rising from the ashes.

Well I think those are two separate things...
Gameplay balance wise the Crisis should be stronger against the winning player to help stop snowballs
Narrative wise
The change in society can happen separate from the Crisis... time marches on there are new ideas, new technologies, new people migrate back and forth... so society is different. (ie a New Age needs new Approaches)
The Narrative event should offer a choice, after I choose my next "uniques package" there needs to be a Narrative event to choose my "name package" (AIs always keep them matched)
Name package=Civ Name, City Name List, Emblem, and Graphics for generic units/buildings...
Narratively our society is changing: do we change our identity with it?
If I change the "name package", I get a lump sum of culture toward my new Civs unique Civics
If I keep the name package I get a lump sum of happiness for the next Celebration (so I can slot more of those Traditions from the previous age)
[and ideally the civ name itself you could customize]
I tend to not like them in games like this because you always get the same ones towards the beginning of the game: "a comet is overhead! is this the end times? what do you do?!"
As well as other assorted 'ancient-people-were-really-ignorant' stuff like that.
If you want to have events, fine, but they should be 1) totally random and independent of the turn in the game's history that they occur and 2) always have a positive and negative attribute.
(And not that "ha ha you built a mine and now it collapsed b/c you're stupid" like in Civ 4.)
