naval mines

I just updated to RI 3.1. Do naval mines worked in this version? I had 3.01 and they wound't work, ie enemy ships just pillage through the mines.

I have found they dont work neither in 3.1 nor in the SVN Version (aka 3.2 beta), it is probably quite some coding involved to make them work in a realistic and balanced way
