Navel Units for Tiny Map Turtling (Polynesia with Great Lighthouse): Are melee, ranged or a combination the most effective?

Playing Polynesia, just want to defend my islands and let my Maio help with a culture win. I'm thinking just Melee, since I don't need to shoot any land-based opponents, and I can heal a lot since I'm defending at home. Extra sight/movement means I can flank, and don't need to worry about losing my squishy ranged units. What do you think?
 
Early game pure melee is absolutely the way to go for pure naval defense, but once you get frigates I'd probably recommend getting a few, just making sure they are well defended, usually near the land to reduce routes of attack against them. In the late game aircraft should be able to put in a lot of work, in a way once again obsoleting the naval ranged, but to some extent even being more powerful then your naval melee
