I read this as: Vicky, Ragnar, Julius, and Tokugawa lack Philosophy so are far behind in the Liberalism race. Wang lacks Education, so I can wait a while for him. I'm not so sure about Sury, though; does his lack of Code of Laws mean he's very far behind on the path to Education?
