Need a simple building/wonder mod

Cheap to build, available immediately, causes a great general to pop.
Trying to track down a mod conflict that's causing cities to continue to pop generals after the initial one happens normally during play, one a turn until the map is covered

I am exhausted from playing games until one pops on it's own just to find I haven't eliminated whatever mod is causing the problem yet...

If you just want to spawn Great Generals, use Ingame Editor. You can also do many things with it that can help with troubleshooting bugs, eg spawning buildings, granting policies, techs, force a declaration of war, etc.
