First the basic facts about my game: I'm using the 40 Civs mod.
Leader/ Civ: Louis/ France
Year: 1802
Next Tech:Steel

Ok, it seems to me that I'm in a crucial juncture in my game where I could proceed using any one of many potential paths. I'm looking for Civ4 Vets to offer opinions and advice.
As you can see, I'm running 25 Civs on a Huge map, the yellow rings area is France. I'll provide more detailed info below:
Background info on Key Diplomatic Relations:
Thus far in my game, my diplomatic relations have been mainly restricted to my home continent. I've not really been a seafaring power and have only just met a whole host of nations from other continents - and I only met them through vassalising Ghengis Khan (more on this later).
Local:
As you can see Charlemegne's Holy Roman Empire has been a constantly intrusive presence since the start of the game, the city of Krakow effectively cuts off my major Southern city of Lyon from the rest of France. Charlemagne has always been on pace or ahead of me in terms of tech/ culture and so I've always maintained good relations with him at Cautious/ Pleased or better.
To the South West is Darius and Persia - he's always been the leader (at least on our continent) in tech terms and we've always have extremely close relations Pleased or better: big resource and tech trades have marked our history together. Darius was also the ONLY nation who converted to Islam during the time I tried to spread it.
To the East is Justinian/ Byzantium who I cheekily invaded during the middle-ages to take the Eztergon - I've had troubles keeping the locals happy ever since and they revolt to this day. My relations with him have been Cautious to Pleased ever since. He's not really a world power and mediocre in the tech stakes
Continental:
Recently, I got fed-up of Ghengis Khan causing trouble down in the southern hemisphere, sick of him demanding tribute and getting furious with me and/ or declaring pointless wars (in which he doesn't invade because I'm too far away).
With the advent of Rifling, I drafted a pile of riflemen, got a Great General to lead a cavalry unit, took three siege units and marched a big army down there to teach him a lesson. I took 3 out of 4 of his cities and he quickly capitulated to become my vassal.
Down there, I have good relations with the Koreans and Chinese due to having been Bhuddist for most of the game and having the Apostolic Palace (which was largely useless because Bhuddism was never big in this game). I've had a few 'symboic wars' (i.e. no actual fighting) with Stalin, and Isabella, for whatever reason, managed to get an invading force up to Lyon a couple of times but failed to get anywhere. My relations with Saladin have been pragmatic - he's been at war with a lot of my allies in the past, but we've maintained good trade relations.

Where to Go, What to Do:
This is what I'm wondering. There are a few things I'm considering, I'd like comments on each:
1. Give Ghengis Khan his cities back but keep him as a vassal (so I can have no long distance maintenance costs, change from State Property and have some corporations). It's in my interests to give Khan a pile of techs and make him relatively powerful as I can then keep an eye on that region from afar using Mongolia as a puppet state. My only concern is: at what point can he STOP being my vassal? That would be a disaster.
2. As long as I have riflemen and Justinian doesn't, it's a really tempting prospect to expand east into Byzantium. Is there any reason you can see that I shouldn't?
3. Another tempting prospect is to sail a few galleons full of Riflemen over to Native America, which has been an isolated island state in the middle of the ocean, massively lagging tech-wise and, as such, is ripe for colonization. Considering they have OIL, is there any reason I shouldn't invade them ASAP? If it's between invading them and the Byzantines, which should I go for?

Their best troop is something like a longbowman - they still don't even have Paper!
4. Is it worth establishing a corporation? I've held a great engineer in reserve for the prospect of etablishing Mining Inc which Paris and Orleans desperately need for the hammers. Then I'm planning to foreign spam it - any reason why I shouldn't do this?
5. Finally, I'm STILL concerned about that attack from Charlemagne which has always threatened but never actually transpired - he keeps ALOT of troops in Krakow but we've had Open Boarders since the discovery of Writing ... as long as he'd 'Cautious' or 'Pleased' is that a guarantee that he won't attack?
