Need Help for Diplo Win

I have a few questions for anyone lurking:
How can I get Orleans to keep growing? I need it to keep growing so I can get The Great Lighthouse.
Is it alright that I researched Code of Laws & Philosophy after Map Making?
Should I go for Literature next so I can start The Great Library?
Or should I go right for Republic?

I would lean towards going Republic quickly so you can maintain a decent tech lead. Does the slingshot work in PTW? I think that's a Conquests thing.

I would have mined those grasslands around Orleans, since you can't get 3 food on that land until you leave despotism. At least mine the remaining Grasslands that haven't been irrigated yet. Mining bonus grassland would get you 2 shields and 2 food, so I would suggest doing that even if that means undoing the irrigation. Keep a 2 food surplus to grow Orleans as fast as it can. Without a food bonus (Fish, Cows, or Wheat) or two that will be as good as you will get.
There seems to be a plins in Orleans' radius, too, irrigating that will get you another shield. Don't put any production on the hill yet if you want to grow, and use the luxury slider to keep people happy instead of buying clowns.
I think in Chieftan, if you have 2 MP's, you can have 6 content people, but the 7th is unhappy, so watch out for that when Orleans gets close to growing. Lux slider would be your friend there, I think.
Be careful, though, when you do revolt if you go to Republic, since you will lose the MP happiness, and if you have a lot of irrigated grassland, your cities may grow too fast for you to manage happiness.

Take all this with a grain of salt, I'm still trying to win at Regent.

Orleans: only thing I can think of is you have micromanaged the city to work two 1-shield, 1-food tiles. That seems to fit with the number of turns needed for the GLight to finish.
Like wntrmute said, don't irrigate grasslands before you're out of despotism (unless they also have a food resource). They'll still only yield 2 food.

A few general tips:
1) Lyons was imhso very well placed. You play PTW, which means you should take advantage of the RCP strategy (or loophole or exploit, whatever :p). Afaics, RCP = 4 seems to be ideal here. See dot map for my proposed city placement at RCP=4.
French_Diplo_Suggested_city_placement.JPG

If you don't know what RCP is, you should read this ;).
2) CoL --> Philo --> Rep would be my choice even before Maps, but that's pretty much down to personal preferences, I guess...
3) You seem to have a bad case of Wonder Addiction ;) You don't have to build every wonder in every game. The Pyramids, for instance, are pretty useless in this game (like Queen of Swords said) since you're on such a small island.
4) There is more land to the west of Marseille. You can tell by the strip of light blue that indicates coast, just on the edge of the FoW.
5) There's too much unimproved land around Paris. I'd take care of that, even before I would mine around Orleans.

Great Library on Cheiftan Level? You are kidding. You will not be able to get to the UN if you let the AI research for you.

One thing I can add to the theory on diplomatic victory is know how many votes you need, then pick a few AI to be your "enemies" and beat on them and frequently have the others, your "friends" join in. Just try to make sure the friends always outnumber the enemies and you should be fine. It also helps that you pick the biggest strongest AI as your main enemy, as they will likely be your opponent and AI never votes against itself.

You could get incense by either settling on India Island (they've left nice gaps) or attacking India. If you have enough units, you could try an attack; hopefully the Indians haven't discovered Chivalry yet.

I downloaded the 1025 save. You don't have to worry about the indians having chivalry, of course - they don't even have the wheel.

I am confused as to why you are still in despotism when you know republic.

I wouldn't bother with the granary in lyons - make it a harbor or a galley.

You are also running 30% luxury, and I don't think you need it. paris should probably keep running settlers.

It may make sense to put a town in between Pusan and Osaka so you can build a harbor and trade for silks - the AI won't build a harbor for at least 1000 years, if not more.

You should probably research literature at least reasonably soon - libraries are key to a fast research game, especially since you have a couple of gold resources you can use.

My bad. I'm used to Emperor-level games where the AIs research faster than I do.

AT- I haven't revolted to The Republic yet b/c I want to finish The Great Lighthouse first. I'll switch Lyons to galley like you suggested.
I'll try an attack on India. Will that hurt my reputation? Should I raze any Indian towns? Or should I just take over the whole Indian island?

To hell with your reputation. You will not need to be trading for anything since it is Cheiftan, and if the other civs have something you want, you can take it. What are they going to do about it?

THe trick to winnning a Diplomatic victory is be mean as hell until the turn before you hold elections. Then buy everyones votes.

I can understand waiting... but you aren't going to lose the wonder, and republic is much better for research and growth. and the more cities you have, the longer your chaos is.

Hawk Chieftain said:

Depends on whether you anticipate them flipping back or not. If you feel you have sufficient culture and sufficient garrisons to hold them, keep them. But I'd definitely put another city to take full advantage of all that incense - otherwise an AI may fill the gap instead.

why are you losing galleys? Are they exploration galleys? or ones carrying the fight to the indians?

and 60% luxuries will really slow down your research! I assume you are running into a situation where reasonably corrupt towns are rioting?

A better way of dealing with that is specialists and drop your lux tax down to what is needed to keep the core of the empire happy.

edit: I noted that you were ratcheting down science as you got nearer the end and ratcheting up luxes, i assume to help with score.

I wouldn't worry about that - money is becoming important, since you can now use it to rush things like libraries. Probably the most important structure you can have for a diplo win is a library (and later a university) in at least your core cities, because it has a large impact on your ability to research fast... and researching fast is what it's all about!!

AT- The only galleys I've been losing are for exploration.
I've raised the luxury slider to offset riots, and I've tried to raise it only right before learning a tech. I think that once I conquer Indian towns that have incense nearby, the rioting should slow down. I will try to use specialists more now instead of moving the luxury slider. And, I try to remember rushing libraries. Thanks.

Some questions for lurkers:
How can I get my mainland cities to use the Incense on India? I've built a Harbor on both sides, but none of my French cities have access to Incense.

Where should I explore next? I know that there are other civs out there, but I haven't found them yet.

Other than military, what should I have my cities build? I almost have all of French cities have built libraries. Is there anything critical I need to build?

What should I research next? I'm thinking of going for The Sistine Chapel.
