Need help with specialists

Do you guys micro manage them? How do you do so?

I would prefer to just let the governor to do the micro managing, but sadly it doesnt look like this can be done in Civ4.

I usually dont bother with it because I guess I just feel that city management is a pain...but maybe it is time I learn =/

Also what screen is this luxury slider and the like on?

Sorry I dont mean to sound whiney, I guess I just feel overwhelmed at the thought of trying to micro manage all of my cities, which can be a lot even on a standard sized map...

The luxury "slider" (actually only two buttons, + -) is right below the science button on the upper left corner of your screen. It stays in the same spot when on the main map or in a city which is nice.

The option to set this rate is linked to a specific technology (can't remember which one right now)
