4) Panama signed an alliance with Russia
5) USA threatened use of military force against Panama if they didn't succumb to their demands

Not to mention the argeement between us and Panama after we gave the canal back. The UN charter reconginzes the casus belli of closure of international waterways.

Why go through all the trouble of a military invasion then? Why not have a study run by independent organizations determine what the Cuban people want. This is a significantly different Cuba than the one in your history books.
