Maybe it will make more sense for it to be one per foreign nation? I mean, you can't expect a superpower to limit its technological assistance to just one nation at a time.

While a pettier ruler than myself might have been alarmed or even offended by your recent diplomatic initiatives in the Balkans, I myself do firmly believe that the heirs of Imperial Rome should not squabble amongst each other. Instead, I propose that we settle our differences and focus on supporting each other's interests in key areas.

If you are interested, then we could arrange a diplomatic conference to work out a treaty of friendship and cooperation (read: I'll PM you what I have in mind right now). Barring that, I do hope that we could settle on a more modest bilateral non-aggression pact.

Every modern nation already trades between each other. Therefore we will make a greater offer to you. The development of the Greater Zollverein, mainly to remove internal customs barriers, although upholding a protectionist tariff system with foreign trade partners. This will make trade between all members more profitable, encourage trade and ensure that our national production finds markets among our nations. The Netherlands has already accepted and we are also going to ask the three crowns confederation to join. All members must be liberal and democratic states of europe (this includes true constitutional monarchies)

We come to offer trade agreements with the Belgian people. The British and people of the Low Countries have always been close in relationship, and even closer with their merchants. We see no reason why this friendship should end. And we offer this to you without any strings attached, you may govern yourself how you see fit.

The British are merchants at heart, and so yes, we readily accept trade with the Three Crowns on top of the already-established pact of non-aggression. We believe our two peoples have a lot to teach and learn from each other, no need to draw political lines like our friends on the continent seem to be doing. We accept trade from all parties, whether they share our political ideologies or not.

Surely enough Prussia, and all member of the Greater Zollverein can trade with any nation they wish. However they do not receive the same benefits as do Zollverein members.

We will be happy to sign a trade agreement, as well as a Non Aggression pact.
