Minimizing civilian casualties is part of war. If you don't care, and the AI doesn't care, and you're capturing or killing civilians, that should stick with you as a penalty. The penalty is scaled by era, so it matters a lot less early on than it does in the modern period. It also bleeds off rapidly with your friends, but enemies will never forget.

It won't apply to GG/GA/Siege Towers in next version, and it'll be more painful to kill great people than it will generic civilians/diplo units. Also units in cities will be a minimal penalty.

Naval Units can heal this beta. They just have to be outside the city itself, and within the city's borders. Also, a land unit cannot enter a city if a naval unit is already there. Really weird, but not completely unplayable.
 
Neutral on HG nerf - ToA will still give way more food over all, I'd rather see Parthenon and Terracotta buffed to HG's levels.

Terracotta's plenty strong under the right circumstances, and almost too strong with certain civs (I'm lookin at you Huns). I agree on the Partheon though. I expected Partheon to get a buff way before the Hanging Gardens.

Lotta good stuff with the current change though.
 
Just had England accidentally block a mountain pass with a Worker. I'm going to have to see how the AI reacts to civilians when at war, but my gut says this set-up is more abusable than allowing worker stealing without repercussion.

Imho, Parthenon is still a lot stronger than both the other ancient era policy-wonders.
Well, assuming the 10 culture on HG is a bug and goes away in the next version.
 
As expected, allying both the warring CS's is the much easier way to go. And the rewards are absolutely insane. My composite bowman which never participated in combat gained enough experience to get +1 range and march after settling two wars. This definitely has to be toned down. This quest type appears very often too. I think it should be reduced in frequency.

Is this whole change due to players sniping AI workers ?

Cause I imagine baiting AI to take your cheap late game workers or use them as human shields if the AI is unwilling to take a global diplo hit, could be the new chesse tactic.
