New bug in 1.17: wheeled unit can go through forest/hill.

I have found that in in 1.17 wheeled unit can go through forest/hill without road. I'm using mod however, had anyone seen it in normal game ?

Wheeled uinits are only prevented from moving in Jungles or Mountains without a road. Forests and Hills don't restrict them.
