New City expansion size

I am wondering, on what basis the expansion of new founded cities is calculated, as in a gamestart in later epochs, the later cities start with an enormous tile expansion increase compared to the first two cities. Is this explained anywhere?

I always wondered whether it was a bug or working as intended but i think it adds the bonus tiles once for every city so if you get 2 bonus tiles due to advanced start and it's your 3rd city you get 6 tiles rather than 2. On Industrial start this becomes silly real fast.
