New civs appearing in middle of the game?

I've been seeing this alot and it's baffling me. It usually happens in the middle of the game. A brand new civ appear out of nowhere on a island or some remote location, and are almost always vassaled the very next turn.

Is this what happens when you make a colony? It makes a new civ to control it?

You're correct. Colonies are new civs, and are instantly vassals to their liberators.

That's awesome. It gives me a reason to place cities on islands now.

Yeah, and it also makes the game much more intersting.

But if you want to release a colony, you don't really need to unless you've got 4 or more cities on the same landmass but different from your "Core" cities.
