Killer - here is the saved game. I reloaded it just a few minutes ago and was able to negotiate for resources in connection with a peace treaty with all three of the civs with whom I am currently at war.
Nonetheless, given Kilroy's chat Q&A, the fact that I've never seen this before 1.29, the fact that I've seen it only (AFAIK) in this game, the fact that other players in the same game can't do it, and the fact that no one else seems to be able to confirm the possibility of doing it in a game . . . well, all these facts pretty much convince me that I just got a buggy game for whatever reason.
The game is saved at the end of my turn in 1776. Instead of hitting space bar or enter to end the turn, just open up diplomacy with any of the 3 enemy civs.
It's weird.
