That's kind of like it was in Civ2, when they had to offer peace right?

I think that could be exploitive where you could declare war, snatch a city or two, and make peace all in the same turn.

Maybe if they just had to talk to you, but then you could probably give them back one of their own cities and they would accept peace.

I think that might make it a bit too strong/exploitable.
 
It would make the Great wall a more feasable wonder to build, but it could go back to being overpowered, if the AI was willing to give up too easily.
 
In Civ 2, there was still a time when the Great Wall (or U.N. for that matter) did not help diplomacy with an AI: if your units had fought theirs during the same turn, the AI would tell your emissary to "begone!" You had to wait for a pause in the action before the AI would receive your emissary. Other than that, they had to offer peace, if at war.
 
If you were a democracy, your senate would also make peace at inconvenient times.
