New leader idea

I was rather disappointed to not see a Philosophical/Industrious leader in the game, so I would like to mod one in. My first idea was Meiji for Japan, but other ideas would also be welcome. Also, is there a limit to the number of leaders you can have for a civ?
 
If they're gona have Mao a China's leader, then why not add the Great Comrade Stalin for Russia?:lol: :crazyeye: :lol:

Hammurabi (Industrial/Philisophical)
Nebuchanezzar(Creative/Industrious)

You will only be able to play with 18 of the 19 civs but an extra civ choice that utilizes the missing traits fills many holes.

How do you plan on creating leaderhead graphics?

Some say these trait combination are too strong... why not gift them to the first civilization ever?

First civilization? Egypt and Indus Valley were earlier than Babylon, and contemporaries of Sumeria.
 
I also thought I would like to make this mod but Phil/Ind is too powerful of a combo. It would be a Great People machine!!
 
I guess it is too powerful, it's just annoying not to see every trait combo possible in the game. And I'd prefer not to add any new civs, but instead add new leader to existing civs with one leader. And I'm not much at creating new leaderheads s I think I'll keep the Tokugawa graphic for now ... unless someone can make leaderheads and will make a Meiji one for me ;)
 
The reason Industrial, Philisophical is not in the game is its just way to powerful.

Multiplicative math: If you're industrious then you can build more wonders, and if you can build more wonders you get more great people, which then is multiplied by your philosophical trait. They basically had proven that the Romans were too powerful.
 
How hard is it to mod the game so you can get a philosophica/industrious leader?

Help this noob out.
