This really comes down to what you feel is correct. Firaxis and many players thought otherwise and that is why things were changed. If you are worried about the stealth bombers having such a high miss rate, then just up its bombard value. I currently take a nice stack of artillery and bombers on all my invasions and am quite happy with the results. At times I do get a string of annoying misses, but I also get nice long streaks of utter devastation just as often (have just nicely depopulated the Persion metropolis).

i appreciate our discussion so i foolow your advice and i went into the civ3 editor for the first time:) i saw under defensive bonus something like

river 25
citizen 16
building 16
city 50

so if i lower the building def bonus do you think it will increase bombing accuracy? and after making the change i need only to say yes when it ask for saving? thanks
according to this it mean any unit stack with a worker or settler got a def bonus, very funny.
 
Well, NATO spent 79 days of around the clock bombing of Yugoslavia in March-June 1999 and only managed to destroy 13 armoured vechicles. The rest were decoys, misses, or missles shot down. Only a handful of building were hit (most of them repaired already) with less than 1500 casualties. So in retrospect, aerial bombardment in 1.17 is analogous to real life, with quite a large number of unsuccesful sorties.

i think you can compare yugoslavia to a modern civ 3 city defended by sam missile, so u need effective precision strike and or missile cruise strike prior to send bomber, but yugoslavia'infrasructure got almost destroy, beleive me. that s why they surrender without beeing invaded by ground troop.

i maybe stuborn but for me when a city is bombed by several wave nothing is left on the surface. a b52 flying forteress never miss 90 % beleive me.
 
Difference of opinions about Serbia aside, NATO didn't intend to actually shell Serbian cities and the capture them. If they did intend that, they wouldn't pussyfoot around searching for targets that would bring the least amount of casualties, they would just carpet bomb them into stone age. Morality aside, if they wanted to, would they be able to completely destroy Belgrad? Of course. In Civ 3, we're not limited keeping the public image positive, we can do whatever we want.
 
I purpose the new patch should increase the accuracy of bombardment, especially bombers and stealth bombers. The powerful bombers and stealth bombers in civ2 are no longer exist in civ3....Also, I think the stealth bomber should be a little bit powerful than bomber, why they have the same bombardment point (=8)? The patch should increase it by at least 1.

Yep decreasing the defense value for buildings will increase your chance of hitting them, and the same for citizens. With a bomber value of 8, you will only successfully hit a building or citizen 1/3 of the time when it is targeted.
