Its the only example where using there previous statement as fact, makes skipping work THAT SHOULD HAVE BEEN DONE ALREADY, not acceptable. Its all based on their reason for omitting the City view, the one important aspect that added dimension, this due to "lack of time" they no city view for CONQESTS, none for mods only epics. They can't deny this left the came uncomplete and that they had the time to fix it, and that it woudn't have been much to do consider what they excpect to reap on a bunch of stuff they already milked on expansion and special editions
Having quoted the choice to release on time and make all conquests available was more important then to do what was needed: not stripping the small element from the game that brought so much character and entirly new dimesion.
Heres a chance where they can juice up intrest in the Modding aspects, make those conquests all the more fun by seeing your city grow prosperous with all those unique buildings that were omitted. Heres the bigger restor faith in the development team and fuel sales on many fronts (CIV COMPLETE, Civ4, Civ Legacy)
Dam one of our boys animated the other city Icon view in two days! (I know this ' arial view' would take much longer, but it would be done in a pro studio with a team of professionals, Theres no excuse They got the code!!!!and they want lots of money!!!)
SO whats stopping them? earn your cash dammit! If it comes down to them having all this time and the custumer is left with no revisions then bah! I can't think of another example so evident of pure greed then this lazyness.
