New Scenario requires playtesting . . .

Well no wonder this is a bit slow, apparently no one noticed that I already did and posted my turn.
 
Some trade routes were established. We will become a trade empire, so we would like to remain our good relations with all nations. Also, feel free to conduct trade with me.

The US welcoms friendly relations and trade agreements with all nations. For now this includes also the Germans, but they are kindly asked to have a more friendly attitude towards the US. American citizens traveling in Europe have met much cooperation in most countries, but met an icy attitude in Germany.
The US is pleased to see the friendly gesture across the pacific, and trade is welcomed with these distanced lands.

On its southern borders a tense situation exists, since the middle and south american governments proove to be very uncooperative. They hardly wish to speak with US diplomats.
We wonder if France and Britain have met with a simular attitude.

The US wishes to keep good and piecefull relations with all its neighbours, and is building trade and production centres within all the cities of the Union. Immigrants from all over the world are welcom, and it is expected they will arrive in great numbers over the next years.

In realization that Russia is within two years of a complete budget crisis, the Tsar makes the painful decision to scrap a whole host of public institutions, the first of which to go was educational institutions on the regime’s payroll. Meanwhile, magistrates have been put in place immediately throughout the country to bring down corruption by local landowners. These two actions will have by our calculations given us a surplus by next month.

To further strengthen this, laborers in the field and those currently being trained are giving priority to building new railroads to increase trade. Once our nation’s industrial and our (both domestic and international) trade infrastructures are at their best, perhaps we can get back to the education of our children.

BTW Exile, I assume my starting deficit was intentional? I can think of some reasons why it would be, but I have to ask.
 
It is. In the current version, there is actually a very slim surplus. 3 gold gain on the first turn. By careful manipulation of the population of various cities, you can probably get very close to even every turn. And, you do start the scenario with 500 gold. I've never had to sell off anything at start as the Russians. Of course, when you maximize your population to generate trade arrows, production suffers. If you can create a few trade routes with North America, your money problems should come to an abrupt end. The initial payoffs upon delivery of a Manufactured Goods unit to its destination are . . . very profitable. It's the giga-map. The amounts generated are related to the distance between the two cities on either end of the trade route. Given the relatively enormous distances on this map, you can expect to earn quite a bit. If the trading city is large (like St. Petersburg, for example), and the trade route connects to another large city (like New York or Boston, for example), then the payoff can be spectacular. 2000-3000 is not unusual, and I've seen oil generate above 4000 on delivery.

And that's saying nothing about the tech gain you'll receive.

From the 1860s onward, the total railroad miles extant in the world jumped fivefold. In order to encourage players to construct RRs, it's often wise to provide incentive within the context of the scenario. Expanding your rail web will pay off. Establishing trade links will pay off. Improving your fiscal infrastructure will pay off. Russia was industrializing during this period. Industrialization is an investment, wherever it has occurred. Most historians agree that the strain of industrializing, combined with the added stress of war, was what brought the Czarist government down in 1917. This scenario isn't simply another wargame where you build units and fight. This scenario is about technology, modernization, and diplomacy, as well as Imperial expansion and conquest. Your goals are stated in the Victory section of the readme. The ways that you can accomplish one of those goals are many.

I can arrange the city populations so that there IS a slim budget surplus. You can too.

And . . . you've all got the "easy" version. ;) The one I'm still working on is significantly more difficult.
