First up, sorry if I had posted this in the wrong place.
I have made a mod for Civ 5 before - An Inuit Civilization, in that allowed Icepack to provide +4 food, and enabled scout units to cross icepack, whilst giving +1 production on snow tiles - but this was on my last computer over a year ago, and I mod other games so am a little rusty with mechanics.
From what I remember - implementing Unique Bonuses was the trickiest part, and I have some designs for a set of Civ's I want to include in my next mod. If anybody has any knowledge on these mechanics - if they are possible or if they are impossible please tell me. Else - here are the civs I plan to make.

Donald Trump (America)
Wall of America ; Free Great Merchant in modern Era, +1 Happiness from cities with walls, Religious pressure asserted on a city with walls is reduced by 15%
Golf Course (Replaces great merchant tile improvement)
Golf Courses provide all of the benefits of great merchant tile improvements but with +2 culture. Golf Courses can be built in foreign territory, where they provide all of the same benefits but are worked for free. If built in a city state, yields +2 influence per turn with that city state. These tile improvements will continue to provide yields even if you are at war with an enemy controlling its territory.
Space Force ; Replaces (Xcom Squad)
Advanced Space Force, can paradrop the entire map.
Vladimir Putin – (Russia)
Imperial Legacy ; +2 Influence per turn with bordering city states, who will not enter resistance when sieged.
Unique Unit; Mortar Infantry (replaces Bazooka)
Gains +1 Range on featureless terrain and can fire over mountains. (like archer), increased damage vs city states. Slightly lighter, but more cost effect.
Unique Building; KGB HQ (replaces national intelligence agency)
Provides +2 Spies, and -30% enemy spy effectiveness. Requires at least one police station.
Saddam Hussein – (Iraq)
Underground Tyrant ; Gains +2 Uranium in the Capitol. Enemy leaders can’t use nuclear weapons, facilities or stacked uranium in puppeted/annexed ex-Iraqi cities.
Unique Unit; Republican Guard (Replaces Infantry)
Reduces enemy spy effectiveness by 20% when garrisoned at a city. Better on defense than the unit it replaces. Attack bonus on desert tiles.
Unique Building; Statue of Sadam (Replaces Hotel)
In addition to local happiness, It Provides +4 Culture and Loyalty.
Kim Jong Un – (North Korea)
Protect the People ; Each Nuclear Missile created stacks a Golden Age, +5 Happiness from Atom Bomb, +10 happiness from Nuclear Missiles.
Unique Unit; Twin Missile Launcher (replaces missile launcher)
Can attack twice in one turn
Unique Building; Basketball Court (Replaces Stadium)
Provides +3 Happiness, +2 Tourism., Cannot provide more happiness than there are people in the city. It doesn’t require a zoo to be constructed.
Ancient Aliens (Sumeria)
The Birth of Civilization; +50% production towards Ancient Era and Policy Wonders.
Unique Building ; Alien Artifact (replaces palace)
Provides all benefits of the palace, +3 production, +3 Science, +3 Gold, +2 Defense, But also grants +1 free technology. Yields +10 Science at archeology.
Unique Unit ; UFO (replaces stealth bomber)
Moves like helicopter, Nuclear weapons, atomic weapons and aircraft cannot target cities or tiles with a stationed UFO.
Illuminati (Undisclosed)
The Eye of Horus ; Can purchase in puppeted cities, Gains +1 delegate in the world congress.
Unique Unit ; Shape Shifter (replaces scout)
+1 LOS, Can enter and pass enemy territory without impact. If garrisoned inside a puppeted city, that city does not go into resistance.
Unique Building ; Ritual Site (replaces ampetheatre)
Generates +2 culture and +2 faith. Reduces unhappiness of puppeted cities to zero.
