I've been thinking for a while that one unit type that has been missing from Civ for a long time is a sniper. Sniping has afterall been a key part of military operations and strategy pretty much since firearms were invented, and indeed the surgical strike nature of sniping means that it can affect significant change on entire wars if done right. But how to implement a sniper into the mechanics of Civ? As a random brainstorm of possible ideas, my thoughts are that perhaps a sniper could have the following characteristics:
-Has only moderate strength against most units but gets a major bonus against certain 'important' unit types including warlords, medics, siege weapons etc, with a view to eliminating key capabilities/bonuses for the enemy force.
-Always engages these key units first if attacking an enemy stack that includes them (or maybe it is possible to select exactly which unit to attack in the stack, similar to precision bombing?).
-If located in a stack of other units and this stack is attacked, the sniper is always engaged last, and is therefore difficult to 'locate' and kill. The exception would be if the sniper was engaged by another sniper, in which case it would be targeted first. A sniper promotion could be 'counter sniper' which gives a bonus against enemy snipers.
-Has greater than average viewing range (maybe one more tile).
-Invisible to all units except other snipers? Not sure about this one. Maybe they could be visible at first but a specific sniper promotion could result in this invisibility.
Essentially the sniper would therefore be a specialist unit that isn't particularly useful in an average combat situation but at the same time can tip the balance decisively in certain circumstances.
