If I'm posting this in the wrong place I apologize, if so please tell me where to go for these questions. I am currently playing the Germans and attacking England (boy those panzers are sweet) on my last turn I had 3 cities do a culture flip back to England, I have tons of culture myself and my cities outnumber his by 10 to 1 and I had troops stationed in them, does the culture flip pertain to one particular city and not the whole civ? How do I avoid that? Also can any one give me a good tip on how get someone else to declare war if I"m in democracy or republic? and what about movement, does my opponents railroads not work for me? I have the movement rate of normal terrain when moving on his rail lines, Thanks
 
There are a number of factors that determine culture flips.
1. The overall culture of your civs compared to theirs. You may have tons of culture, but if your opponent also has tons of culture....
2. Closeness to capitals. Those cities were closer to the English capital, than yours so the advantage for this is in England's favor.
3. Nationality of citizens. There are obviously more englishman in those cities than German. One strategy (it takes a little time, though) is to starve that city down to size 1 (gets rid of the English citizens) and let it grow back up with your own citizens.
4. Garrison. I often hear that a good strategy is to station 1 unit for each foreign citizen to almost totally prevent flips.
5. A city's culture compared to the other cities around it. Rush temples in newly conquered cities.
6. Just bad luck. The chance of culture flips is partially random just like combat battles.

To get someone to declare war on you, get them furious with you first. Do this by continually demanding a city, or some other outrageous demand. Once they are furious, if they have any units in your territory, demand that they leave. They will almost always declare war then. Or after they get furious fail at an espionage mission.

You can't use AI roads/railroads unless you have a Right of Passage (ROP) with them. If you at war, those roads/railroads are useless, until you capture a city, then those that are in the captured city's borders you can use.
 
Don't capture AI cities unless they have a wonder. Raze them and replace them with fresh cities from your settlers. They will be more loyal, and you won't have to stop the resistance. If you have a lot of panzers, just wipe out the enemy and rebuild with your settlers.
