Newbie questions about Crime and Pest

The short answer is that a zero value in the crime/pollution/disease "index" does not mean a total absence of crime. Lots of indices and scales go negative when they are still actually positive: an obvious example is the Celsius (and Fahrenheit) temperature scales.

It is an ideal that it is 0 it's just like the Kelvin scale, just to stick with your example, which by the way has absolutely nothing to do with my argument and besides the point, that I'm making.

You can by all means keep thinking that, and continuing to ruin your chances of understanding C2C properties by so doing. Or you can deal with the fact I've told you, namely that C2C properties don't work that way.

Since then I was able to dig up how does the crime/disease/pollution mechanics work really right now, and for that it is indeed needed to have negative numbers, so whether It would be realistic or not, it would require revriting the whole deal, which would be insane for just this purpose. In any case I think a better more detailed description would be nice in the pedia, not that it is that big of a deal.
 
Try to look at it as zero something meaning that there is no problem with it.
Crime for instance isn't a problem when @ zero though crimes are still being committed. Individuals still have problems when loved ones are murdered, white collar crimes can still ruin someone, conmen still ply their trade. In short criminals still exist but not in a scale that Civ considers a problem.
Diseases still exist @ zero but not in any large scales. People still die of it but not in numbers affecting the gameplay any.
And so on.

A negative value of something a more positive value.
Negative crime means people go out of their way to follow the laws and rules, neighbourhood watches exist and report any people committing crimes, and so on.
Negative disease infers that people live healthier in a healthy environment, eating better, exercising better, avoiding health pitfalls, and so on.

Think outside the box. *smile* In this case think like the creators of the crime and disease and pollution system.

I agree with Raven Destroyer. I got so tired of trying to figure out the mechanics of the mod that I just started experimenting just to see what would happen. I'm one of those wierdos that rarely plays to win at first. I usually prefer to do stupid stuff with the game, kinda gives me a rough guess as to what works, what doesn't. Besides, it's a lot more fun than trying to figure out formulas, like if I do "X" then does "Y" or "Z" happen? Oh, , it's "A" after all!
