walled towns get +100% (50% *2 = 100%)
cities get 100% (50% *2 = 100%)
metros would be 200%, but the GW is obsolete before then.

So its not a complete waste of time building walls in towns just b4 they become cities IF you have the great wall!
I always suspected this but the way most strat essays word it it seemed as if the walls just 'turn off' when the town becomes a city.
