can someone explain to me how you add up the food surplus for a "proposed city"

Sure. Each citizen 'consumes' two food per turn. The center city tile provides two food, so whatever food the first citizen can produce will be surplus- grass is two, pastured pigs is 6, etc. Whatever each additional citizen produces above 2 food will also be surplus.

So, Surplus = total food produced - 2*(number of citizens)
