Unfortunately, you need to build 3 factories, which you can't do in OCC. That means you need to get to the Modern era to get an ideology.
The easiest entry point to the Modern Era is Radio, since Radio's only prerequisite tech is Electronics and Electonics' only prerequisite tech is Scientific Theory. So, if you enter the Industrial Era through Scientific Theory, you are only 2 techs from Modern. Many folks will use Oxford for Radio (building Oxford while Electronics is being researched, or researched in part and then GS-bulbed the same turn Oxford is finished).
