Curiously, Pedro is almost always weak in my games. In my present match with Macedon, I easily invaded almost every city in Brazil and left Pedro with only one city. His army was insignificant.
I think the Turks also claim the Van cat (not to be confused with the domesticated Turkish Van), but to be fair both the Armenians and the Kurds have a better claim to it.

It still looks like a cat native to Mongolia, and apparently Genghis wanted to be buried with cats. If it's not Mongolia with Genghis now, I'll be surprised

I've heard that Wenceslaus II of Bohemia was scared of cats (and storms), however, that's definitely not the leader who's coming in the tommorow's first look
I remember only one game when he was competent. I played as Arabia, and he managed to settle whole eastern coast of the second continent. In all my other games, he was annoying guy who has been stuck at least two eras behind my empire.
(Talking about annoyingness... Cyrus the Great managed to annoy me in my game as Japan. First, he settled Ray right next to Kyoto, so I invited Peter the Great into joint war and then razed Ray to ground. Some time after that, when I was in the Industrial Era, he declared a surprise war on me. Of course, the rest of the world denounced Persia, however, he managed to move his numerous units to Kyoto, tear down the city-walls, destroy all my traders and sack my districts. However, I've managed to defeat his units and made peace with him.)

Well, I had the idea that the Mongolian CUA could be something around not having penalties to loyalty from distance as long as they control a source of horses. That would be a nice ability for a warmongering civ.
The Scythians are more Classical Era, where the Mongols are probably Medieval Era. There's room for a couple of variants, as proven by Civ V having Mongols and Huns.
True. However, the production & war advantage of Scythia is all game & I almost never build Saka Horse archer. So, if I say Scythia is Information Era, you can't disprove me

My proposal is that whenever they capture a city, it creates a burst of loyalty that may cause nearby cities with flagging loyalty to leave their civs or already independent cities to flip to the Mongols out of fear.

I agree with the large consensus that it is Genghis leading Mongolia. I had hoped it was Kublai Khan instead, just for a change of pace, but I was fairly confident that they would give us Mongolia next. It looks like that is the case.
My only hesitation is the headgear of the archer in the teaser. The headgear of Mongol warriors, at least as I understand it, was fairly distinctive and doesn't match that image at all. It was often conical and/or had a plume on top (that to me resembles a horse tail). I suspect that it's nothing - and again, i agree that it seems to be teasing Genghis of Mongolia - but it makes me just a little cautious.
I highly doubt they would have alternative leader for DLC civs, because that means they would either have to give that civ for free for people who bought expansion but not the DLC, or block the civ from them. Either way is gonna cause rants.
On reddit, someone also mentioned the possibility of a different Persian leader. I don't know what is possible too. Seljuks maybe. A different horde like Uyghur

That would be my guess, too. But not limited to dark age. Mongols could get a combat bonus, when they are in a better age (e.g. Mongolia in golden age wheras the opponent is in normal age).
